Justiniano Menchaca Fuentes

Born in Piedras Negras, Coahuila, Mexico. Obtained a bachelor’s degree in political sciences and public administration, by the Autonomus University of Nuevo León, Mexico, inn 1980. Obtained a Law degree in 1997, from the University Valle del Bravo, at Matamoros, Tamaulipas. Member of the Mexican Foreign Affairs Ministry since 1981. Since then, served as Consular Officer in charge of the protection and legal departments of the general consulates in Phoenix, Arizona, El Paso, Texas, and at the consulate of Brownsville Texas. From October 2002 to January 2006, Head of post of the Mexican consulate in Presidio, Texas.  Since October 20 2006, vice-consul in charge of the Institute of Mexicans Abroad at the consulate of Mexico, Kansas City, Mo.
